Job Description

The Safety Officer is responsible for implementing and overseeing the organization’s occupational safety and health (OSH) programs in compliance with the standards set by the Department of Labor and Employment (DOLE) and other regulatory bodies. The role ensures a safe and healthy work environment through risk assessments, audits, policy development, training coordination, incident investigation, and compliance monitoring.

Key Duties and Responsibilities:
Regulatory Compliance and Reporting:
Prepare and submit all DOLE-mandated reports, including:

Health and safety organization registration

Work accident/illness reports

Annual exposure data and accident reports

Quarterly safety committee meeting minutes

Annual medical and occupational health reports

Assist in securing and renewing pollution control permits and environmental compliance certificates.

Monitor and report any failure of pollution control equipment and ensure timely repairs.

Safety Program Implementation and Oversight:
Conduct regular safety inspections and audits to identify risks, hazards, or non-compliance issues.

Lead initiatives to meet the hospital’s safety goals and promote behavioral safety practices.

Support the development, review, and updating of OSH policies and protocols in accordance with evolving regulations and industry best practices.

Recommend and facilitate the installation and operation of safety and pollution control equipment when necessary.

Training and Advisory:
Coordinate and deliver OSH training programs for employees and management.

Organize and document Health and Safety Committee meetings, including preparation of agendas and minutes.

Advise the employer and employees on health and safety best practices, preventive measures, and incident response protocols.

Risk Assessment and Incident Response:
Conduct risk assessments and enforce preventive and corrective safety measures.

Stop unsafe acts or processes and initiate corrective action when necessary.

Investigate incidents, document findings, and recommend actions to prevent recurrence.

Collaborate with law enforcement and regulatory investigators during serious accidents.

Reporting and Record Management:
Maintain an accurate and efficient system for accident and incident records.

Submit statistical reports and incident analysis to upper management for strategic safety planning.

Compile and maintain safety manuals, checklists, and other OSH documentation.

Assistance to Safety Manager:
Participate in accident investigations and submit detailed incident reports with root cause analysis.

Assist government agencies during inspections or compliance assessments.

Monitor installation and maintenance of pollution control facilities to ensure adherence to environmental standards.

Support the effective implementation of the company’s OSH Program and perform other duties as required.

Qualifications:
DOLE-accredited Safety Officer 3 (SO3) certification required.

Preferably with background in Occupational Health and Environmental Compliance.

Strong knowledge of local and international safety standards and regulations.

Excellent communication, organizational, and analytical skills.

Proficient in incident investigation and safety audits.
